Gillian Evans makes some interesting observations in relation to the Higher Education Policy Institute report on regulation I wrote with Roger Brown (鈥Hepi hits the buffer鈥, Letters, 14 November). One thing all appear to be agreed on, whatever the precise institutional arrangements, is that the regulator needs to be independent of the government.
One small point of detail: the letter refers to the 鈥淗epi proposal鈥. Strictly, Hepi does not make 鈥減roposals鈥. Rather, it produces publications that contain analysis. Where they contain proposals, these are the authors鈥 conclusions arising from the analysis.
