The head of Australia鈥檚 top university has been accused of聽鈥渄eafness鈥 to聽the issues that have led to聽international enrolment caps, after facing questions about why his institution has so聽many overseas students.
Ant Bagshaw, executive director of聽the Australian Technology Network (ATN), said University of Melbourne vice-chancellor Duncan Maskell had 鈥渕issed the opportunity鈥 to聽explain why international students almost outnumbered locals at聽his institution, as聽the debate over the policy heated聽up.
Professor Maskell, who appeared as a panellist at this month鈥檚 Australian Financial Review Higher Education Summit in Sydney, was challenged about the composition of Melbourne鈥檚 enrolments. He said the international share was 鈥渇ine鈥 and at a scale required to fund the university鈥檚 work.
Dr Bagshaw said he felt it was 鈥渙utrageous鈥 that the vice-chancellor had聽not used the public appearance to offer a defence of the high numbers of international students or to explain how they benefit the wider country.

鈥淚t shows total deafness to the debate; total deafness to the role that Australian universities should be playing. I聽think it does a disservice to the sector,鈥 he added. Both Melbourne and Professor Maskell declined to comment.
Australian universities鈥 overseas enrolments are high by global standards, averaging about 29聽per cent, compared with 26聽per cent in the UK and 16聽per cent in New Zealand, while foreigners comprise 16聽per cent of tertiary enrolments in Canada and 5聽per cent in the聽US.

The international cohorts at Australia鈥檚 top universities are particularly high. A Senate committee heard that they comprised 37聽per cent at the University of Queensland, 38聽per cent at Monash University, 41聽per cent at the Australian National University, 45聽per cent at Melbourne and 鈥渏ust under 50聽per cent鈥 at the University of Sydney.
Shadow education minister Sarah Henderson said the nation鈥檚 top universities should put Australian students first. 鈥淎ll university vice-chancellors need to understand their fundamental obligation is to educate Australians,鈥 she said.
Administrators at other universities blame top-tier institutions for undermining international education鈥檚 social licence by allowing foreign enrolments to聽rise above publicly acceptable levels. Proposed caps on聽foreign student numbers, to apply from next year, will thwart the growth strategies of institutions including Western Sydney University, Queensland University of Technology and the University of Technology Sydney (UTS).
鈥淥ur international enrolments are 26聽per cent of our total鈥nd at no聽point in the next five years did we anticipate exceeding 30聽per cent,鈥 a UTS spokeswoman said. 鈥淭his has been the result of responsible planning.鈥

Dr Bagshaw said questions about appropriate international shares of enrolments were legitimate. 鈥淭here鈥檚 no聽objective answer, but we all need to think about it and be able to articulate聽it.鈥
He said the universities of Oxford and Cambridge had been upfront about recruiting high levels of foreign postgraduates to cross-subsidise their undergraduate programmes, which were overwhelmingly domestic. 鈥淭hey have said, our mission is teaching domestic undergraduates and research, and we will pay for that with postgraduate. That makes sense mission-wise.鈥
Dr Bagshaw said Australian university leaders should 鈥渕ake a virtue鈥 of their lofty international enrolments by explaining how the proceeds benefited tens of thousands of local people 鈥 unlike in the UK and the US, where the Oxbridge and Ivy League institutions were 鈥渢iny鈥 by comparison.
鈥淥ne of the amazing features about Australian higher education is that we don鈥檛 have super-elite, small universities,鈥 he said. 鈥淲e have large and inclusive universities. In Australia, we鈥檝e democratised access to the Go8.鈥
