Czech president blocks professorships of academic critics

Vetoing promotions is a way to polarise society against intellectuals, says art historian whose professorship has been rejected

The president of the Czech Republic is attempting to turn the country鈥檚 population against intellectuals and polarise society by vetoing professorships for critical academics, according to an art historian who has had his promotion repeatedly blocked.

Milo拧 Zeman, who is known for his opposition to Muslim immigration, closeness to Russia and often described as a populist, has repeatedly used presidential powers to block the professorships of political opponents since he was elected in 2013.

In the latest development during a dispute stretching back to 2015, Prague鈥檚 Charles University announced in February that it would launch new legal challenges against Mr Zeman for blocking the professorships of two academics put forward by the university.

鈥淗e is struggling against intellectuals and polarising society in this country,鈥 said Ji艡铆 Fajt, currently director general of the National Gallery in Prague and one of the two affected academics.

The president鈥檚 鈥減opulist鈥 aim was to convince the majority of the population that they did not need to listen to intellectuals, Dr Fajt told聽探花视频, eroding academic freedom in Czech universities. He wanted to undermine 鈥渢he position of intellectuals in this society,鈥 he warned.

Dr Fajt said that he thought his appointment had been blocked in part because of his support for Mr Zeman鈥檚 opponent during the 2013 presidential elections.

Czech presidents 鈥 who wield far more political power than presidents in countries such as Germany, where they are in essence figureheads 鈥 have had a long-standing right to approve professors put forward by university scientific boards, explained Tom谩拧 Zima, rector of Charles University, but this had never caused serious issues before.

鈥淭hese problems started only after Mr Zeman became the president of the Czech Republic,鈥 he said.

This is not the first time that聽Mr Zeman聽has blocked the professorship of a critic. In 2013,聽the president聽refused to approve the promotion of Martin Putna, an expert on Czech literature who prior to the presidential election released a satirical impersonation of Vladimir Putin urging Czechs to vote for Mr Zeman,聽听谤别辫辞谤迟别诲.

The incident caused an outcry, triggering student protests in favour of Dr Putna, and was seen by critics as an unprecedented聽use聽of presidential power,聽as previous incumbents had never overruled a university鈥檚 choice before.

In Charles University鈥檚 latest lawsuit, 鈥渙ur key argument in the current lawsuit is that the president cannot question or review whether a professorship candidate is sufficiently qualified or has adequate moral integrity鈥, explained聽Professor Zima 鈥 this is rather a judgement call made by universities themselves.

In a press conference announcing the lawsuit, Professor Zima accused the president of menacing academic freedom. 鈥淎t this moment, this is a聽violation of rules and academic freedoms at Charles University, but in future it may concern every one of you,鈥澛爃e聽聽warned the country.

Charles University鈥檚 legal聽challenge is now being processed by Prague鈥檚 municipal court, and the university is awaiting a hearing, he said.聽Both professorial candidates have also filed聽previous聽lawsuits against the president, Professor Zima added.

Dr聽Fajt聽said that the veto had denied him the opportunity to teach students,聽and the lack of a professorship聽was an issue of 鈥渟ocial status鈥 and 鈥渁cknowledgement of my academic qualifications鈥, he said.聽The president had raised questions about his habilitation thesis 鈥 a kind of second doctorate 鈥 even before 2015, he said. 鈥淚 don鈥檛 know him personally at all. We have never met each other,鈥 he said.

A spokesman for the president said that he had rejected the professors for 鈥渟ubstantial legal and moral reasons鈥 but did not elaborate further.

But聽a presidential聽聽in January accused Dr Fajt of demanding a bonus to his salary from a bank that had partnered with聽his聽gallery, and of聽not being truthful in聽his professor聽application,聽claims that Dr Fajt dismissed as 鈥渢otal nonsense鈥.

Tragically ironic given the leading part played by Czech intellectuals in the Velvet revolution which ended the Communist regime.
