UKRI suspends equality body blasted by minister over Israel posts

Dame Ottoline Leyser鈥檚 acceptance of ministerial demands is likely to anger scholars who claim Michelle Donelan鈥檚 criticism undermines academic freedom

A Research England equality advisory committee听that was criticised by science secretary Michelle Donelan听for what she called 鈥渦nacceptable鈥 and 鈥渆xtremist鈥 social media posts by some of its members relating to the conflict between Israel and Hamas is to be suspended, UK Research and Innovation has confirmed.

In a letter to Ms Donelan UKRI chief executive Dame Ottoline Leyser says she asked the research council鈥檚 executive chair, Dame Jessica Corner, to 鈥漵uspend operations of the Research England Equality Diversity and Inclusion Advisory Group with immediate effect鈥.

The move听comes after the听secretary of state鈥檚 public condemnation of UKRI听over the weekend in an open letter听that said she was 鈥渟taggered鈥 that academics who had promoted 鈥渆xtremist ideologies鈥 in relation to Hamas鈥 attack on Israel had been chosen for a new equality, diversity and inclusion advisory body.

Ms Donelan said she was 鈥渙utraged鈥 that Kate Sang had been selected for the panel in light of a tweet in which the Heriot-Watt University academic had described government plans to crack down on pro-Hamas protests as 鈥渄isturbing鈥.

The minister called on Dame Ottoline to disband the equality committee, claiming the tweets had breached the Nolan principles on public life and adding that the 鈥減olitical impartiality of our scientific funding system is vital鈥.

Her intervention has, however, sparked a fierce row over free speech and political meddling in science, with听听claiming that Ms Donelan鈥檚 attack 鈥渕arks an attempt to create a climate of fear to deter academics from expressing opposition to grave human rights violations by Israel鈥.

鈥淭his undermines academic freedom and the independence of UKRI,鈥 it says, adding that the views of Professor Sang and others have been misrepresented and rules related to the political neutrality of civil servants do not apply to academics working in an advisory capacity.

Dame Ottoline鈥檚 response is likely to disappoint many within academia who have viewed the letter as an unprecedented attempt to shut down debate.

The UKRI chief executive tells Ms Donelan she is 鈥渄eeply concerned about the issues you raise in your letter and I am taking swift and robust action accordingly鈥.

Her action 鈥 which will see Dame Jessica use 鈥渢he findings [of her investigation] to come to a conclusion about the ultimate future of the RE EDI advisory group鈥 鈥 is 鈥済uided by the principles you articulate, including the Nolan principles and freedom of speech within the law, and will follow the procedures set out in the advisory group conditions of appointment鈥, adds Dame Ottoline.

She adds that the 鈥渂oard is already reviewing our advisory structures to ensure that they are fit for purpose...This will include the processes for their establishment and operation鈥 regret that this incident has arisen and want to move swiftly to resolve the relevant issues.鈥

Dame Ottoline says听the minister 鈥渞ightly emphasises the important legal duties set out in the Equality Act 2010 and, in particular, that UKRI as a public funder must comply with the Public Sector Equality Duty to eliminate discrimination, harassment and victimisation, to advance equality of opportunity for those with protected characteristics and foster good relations鈥.

Dame Ottoline also describes how she and other UKRI staff were 鈥渟hocked by the terrorist acts of Hamas on 7 October and the tragic humanitarian crisis that has unfolded鈥.

This is censorship of the worst kind. Free speech is only permitted as long as it does not criticise the government l
I thought the Government wanted to promote free speech not to prevent it. I wonder what view does the Israeli Government take on this matter?
This is unacceptable. Hang your head in shame, UKRI. I'd urge anyone with a shred of integrity to think long and hard about associating with UKRI in the future, let alone consider a post on one of their panels.
